Don't Be Fooled By Foil Special-print Pokemon cards and basic rares are usually printed with a foil effect
If the enchanted creature gains an ability after Duskmourn's Domination becomes attached to it, it will keep that ability
The fraying is very slight, and not nearly deep/physical enough to affect the card's playability, so I personally am not concerned about it, though it's worth noting
